BINTULU: The Credit Counselling and Debt Management Agency (AKPK) will offer its free services to the people here at Maybank premises located in the town centre starting January next year.
Clients need not attend any special course unlike at other centres nationwide to apply for the agency’s programmes, the agency’s Kuching credit counsellor Yeo Wee Kiak said.
“They will go directly for the available programmes and meet our financial counsellors.
“For those who need our financial advice, please do make an appointment through our officers in Kuching at 082-414910,” he said when met during the agency’s awareness talk at the Federation of Registered Chinese Association (Forca) Bintulu premises here yesterday.
Among those present were Forca chairman Dr Wong Aik Loung and Senator Datuk Pau Chiong Ung.
Meanwhile, the agency’s Financial Education Department Manager Desmond Chong said the talk was part of their nationwide tour to promote the services which are available for free.
“AKPK is an agency set up by Bank Negara Malaysia to provide money management, credit counselling, financial education and debt restructuring services for individuals,” he said.
For this nationwide awareness talk, he said they are targeting those aged 18 and above.
Since 2006, he said AKPK has received about 200,000 clients nationwide and about 90,000 clients go for the debt management programme.
He said among the services provided by AKPK are financial education programmes on basic money management skills as well as tips on how to use credit responsibly while personal counselling and advice focuses on managing finances wisely, from budgeting and money management to credit related issues.
Debt management programme is one of the popular services and AKPK counsellors will develop a personalised debt repayment plan in consultation with their client’s financial service providers but AKPK does not provide loans or financing.
For the debt management programme, he said there are few criteria that must be met.
Among the criteria are clients must have a positive source of income after meeting their expenses and their personal debts must be with financial service providers regulated by Bank Negara Malaysia. In addition, their total debt must not exceed RM2 million and they must not be under an advanced litigation process and not a bankrupt.

“Sebaliknya mereka (klien) boleh terus pergi ke program sedia ada dan menemui penasihat kewangan kami (AKPK) yang akan diadakan sekali dalam setiap bulan,” ujarnya.
Katanya bagi sesiapa yang memerlukan nasihat kewangan, mereka hanya perlu membuat temu janji dengan pegawai agensi di Kuching di talian 082-414910.
Yeo berkata demikian semasa ditemui di Ceramah Kesedaran AKPK di premis Gabungan Kesatuan Cina Berdaftar Bintulu (FORCA) di sini semalam.
Turut hadir dalam ceramah berkenaan ialah Pengerusi FORCA Dr Wong Aik Loung dan Ahli Dewan Negara Senator Pau Chiong Ung.
Sementara itu, Pengurus di Jabatan Pengurusan Kewangan AKPK Desmond Chong berkata ceramah ini merupakan antara program agensi bagi mempromosikan perkhidmatan yang ditawarkan secara percuma buat orang awam di sini.
“Secara umumnya, AKPK merupakan agensi yang ditubuhkan oleh Bank Negara Malaysia bagi memberikan panduan dan nasihat tentang pengurusan kewangan dan kredit, pendidikan kewangan dan sebagainya yang berkaitan dengan pengurusan kewangan serta perbankan,” jelasnya.
Katanya ceramah yang menyasarkan individu berumur 18 tahun ke atas ini sememangnya bagi membantu klien untuk memahami bentuk-bentuk hutang dalam urusan perbankan dan kewangan masa kini yang berupaya membantu individu yang dilanda masalah hutang menyelesaikan masalah yang dihadapi.
Jelasnya sejak 2006, AKPK telah memberikan bantuan kaunseling buat sekitar 200,000 orang klien di seluruh negara yang datang meminta khidmat nasihat kewangan terutama dalam menguruskan soal hutang dan kewangan.

"Seramai 76 anggota lagi dibantu melalui ceramah dan khidmat nasihat Agensi Kaunseling dan Pengurusan Kredit (AKPK). Kami dapat bantuan daripada agensi luar yang berbincang dengan pemberi pinjaman tanpa lesen," katanya kepada pemberita selepas menyampaikan perutusan Tahun Baharu kepada kira-kira 2,000 pegawai dan anggota di Pangkalan TLDM di sini, hari ini.
Beliau berkata usaha TLDM itu memberi keyakinan dan semangat kepada anggota yang terjebak serta TLDM akan membuat pemantauan terhadap anggota supaya tiada yang terlibat lagi.

LUMUT: The Royal Malaysian Navy (TLDM) took a proactive step to help 102 of its personnel settle a total of RM139,000 they borrowed from loan sharks, otherwise known as ‘Ah Long’.
“Whereas 76 others were helped through the Credit Counseling and
Debt Management Agency (AKPK) who resolved the matter with the unlicensed money lenders and saved the repayment cost,” TLDM Commander Tan Sri Abdul Aziz Jaafar told reporters after delivering a New Year message to about 2,000 navy personnel at the TLDM base, here yesterday.
Those involved were of various ranks and the management has met them to find out the purpose for such loans, he added.
He said officers have been assigned to identify and inform on personnel facing difficulties and TLDM was also collaborating with banks to enable then to apply for loans based on their affordability.
Commenting on a handful of personnel allegedly borrowing from ‘Ah Long’ to gamble at slot machines, Abdul Aziz said Protela (TLDM Police) was monitoring such premises.
“If any personnel are found to be involved in such activities we will ask them to sign an agreement to stop and if they breach it we will take action against them,” he said.
In his New Year message, he emphasised the importance of human resource and work procedures to be in tandem with the navy’s development and not just focus on the acquisition of assets.
He also launched the 2013 TLDM plan to 2020 based on the Malaysian Armed Forces Strategic Plan. — Bernama

LUMUT: The Royal Malaysian Navy (TLDM) took a proactive step to help 102 of its personnel settle a total of RM139,000 they borrowed from loan sharks, otherwise known as ‘Ah Long’.
“Whereas 76 others were helped through the Credit Counseling and
Debt Management Agency (AKPK) who resolved the matter with the unlicensed money lenders and saved the repayment cost,” TLDM Commander Tan Sri Abdul Aziz Jaafar told reporters after delivering a New Year message to about 2,000 navy personnel at the TLDM base, here yesterday.
Those involved were of various ranks and the management has met them to find out the purpose for such loans, he added.
He said officers have been assigned to identify and inform on personnel facing difficulties and TLDM was also collaborating with banks to enable then to apply for loans based on their affordability.
Commenting on a handful of personnel allegedly borrowing from ‘Ah Long’ to gamble at slot machines, Abdul Aziz said Protela (TLDM Police) was monitoring such premises.
“If any personnel are found to be involved in such activities we will ask them to sign an agreement to stop and if they breach it we will take action against them,” he said.
In his New Year message, he emphasised the importance of human resource and work procedures to be in tandem with the navy’s development and not just focus on the acquisition of assets.
He also launched the 2013 TLDM plan to 2020 based on the Malaysian Armed Forces Strategic Plan. — Bernama

Lumut: Tentera Laut Diraja Malaysia (TLDM) menyelesaikan 102 kes pinjaman ceti haram atau along bernilai keseluruhan RM139,000 membabitkan kalangan anggotanya sepanjang tahun lalu.
Pada masa sama, 76 anggota lagi yang turut berdepan masalah sama berjaya menyelesaikan sendiri pinjaman menerusi khidmat nasihat pengurusan pasukan itu dengan kerjasama Agensi Kaunseling dan Pengurusan Kredit (AKPK).
Panglima TLDM, Laksamana Tan Sri Abdul Aziz Jaafar, berkata semua pegawai dan anggota yang dibantu menyelesaikan masalah dengan along diminta menandatangani aku-janji untuk tidak lagi berurusan dengan ceti haram atau tindakan disiplin akan dikenakan terhadap mereka.
Pasukan petugas khas bagi menangani masalah ini diketuai Ketua Pengarah Material TLDM, Laksamana Muda Datuk Mohd Noh Lebai Mahat berjaya merundingkan kembali bayaran termasuk kadar faedah semua 102 kes itu daripada nilai asal RM370,000 kepada RM139,000, katanya.
April lalu, TLDM mendedahkan gejala pinjaman along dalam kalangan pegawai dan anggotanya dan memberi tempoh sebulan kepada mereka untuk melaporkan masalah kewangan kepada ketua masing-masing berikutan masalah itu semakin menular dalam pasukan berkenaan.
Bercakap pada sidang media selepas menyampaikan perutusan tahun baru dan pelancaran Pelan Strategik TLDM 2013-2020 di sini semalam, Aziz berkata, pihaknya menyediakan kemudahan pinjaman untuk anggota terbabit menyelesaikan pinjaman ceti haram.
Kita juga berbincang dengan institusi kewangan supaya mempermudahkan syarat pinjaman peribadi untuk anggota pasukan ini, katanya sambil menambah siasatan mendapati sebahagian besar yang meminjam along itu terbabit dalam permainan mesin judi selain terdesak tanpa mengetahui kadar faedah tinggi yang dikenakan.
Berikutan itu, katanya, Provos Tentera Laut (PROTELA) melakukan pemantauan termasuk menyamar ke premis permainan mesin judi selain merancang pelbagai aktiviti sihat yang boleh disertai anggota TLDM.
Kita tidak akan mengambil tindakan disiplin kerana mereka orang bermasalah yang perlu dibantu. Setakat ini, anggota terbabit menunjukkan semangat tinggi kerana tahu kita mengambil berat masalah mereka, katanya.

Its chief, Admiral Tan Sri Abdul Aziz Jaafar, said the task force, headed by RMN director-general of material Vice-Admiral Datuk Mohd Noh Lebai Mahat, had negotiated with the Ah Long to find the best solution for both parties.
Noh said the total amount settled was RM139,000, compared with RM370,000 the previous year.
Aziz said another 76 personnel had settled their loans on their own after attending counselling and talks organised by the task force with help of experts from the Credit Counselling and Debt Management Agency (AKPK) of Bank Negara.
"All the 102 personnel had shown better work spirit after their loans were settled.
"They were required to sign an undertaking that they would not borrow money from Ah Long again.
"Disciplinary action will be taken against those who fail to adhere to the undertaking," he said after delivering his new year message at Dewan M. Sidek Shabudin at the RMN Base here yesterday.
Present were his deputy Vice-Admiral Datuk Mohammed Noordin Ali and RMN fleet chief Vice-Admiral Datuk Abd Hadi A. Rashid.
